Duval County Property Appraiser Reflects on Successful First Year and Outlines Vision for Future

Jacksonville, FL – July 1st, 2024 – Duval County Property Appraiser Joyce Morgan marked a significant milestone today as she completes her first year in office, dedicated to creating a fair and accurate tax roll for the residents of Duval County.

Since taking office, Morgan has spearheaded initiatives aimed at enhancing transparency and efficiency within the Property Appraiser’s organization. Under her leadership, the office has made substantial progress in achieving these goals while prioritizing the needs of taxpayers and fostering professional development among staff members. Morgan has also worked towards reducing travel expenses by 36% through leveraging online professional development opportunities for her staff.

Reflecting on the achievements of the past year, Morgan promotes maintaining a close relationship with the greater Jacksonville community. This approach has facilitated meaningful engagements with a wide spectrum of stakeholders, including prospective homeowners, military veterans, real estate professionals, and youth eager to learn about the Property Appraiser’s essential functions. The office partnered with the Mayor’s Youth at Work Program to engage students in Duval County with employment opportunities as well as exposing them to city government processes. The office also worked with the City of Jacksonville, the City Council, and the Tax Collector on legislation preventing residential Property Assessed Clean Energy (PACE) loans in Duval County. “We viewed these loans as predatory and felt that it was our responsibility to help protect consumers.” Morgan states.

“With a degree in teaching, I believe in the power of continuous education,” said Morgan. “This year, I have personally invested significant time and effort toward obtaining certification from the International Association of Assessing Officers, reaffirming our commitment to upholding the highest standards in property appraisal and assessment.”

The office has also implemented customer-centric improvements, such as modernizing the customer service check-in process, to ensure a seamless experience for taxpayers.

Morgan expressed heartfelt appreciation for the dedication and trust of her team, whose contributions through cross-training and mentorship programs have been instrumental in achieving the office’s objectives.

Looking ahead, Morgan emphasized a renewed focus on community building and engagement as a cornerstone of her vision for the future. She acknowledged receiving community service awards from esteemed organizations such as the Disabled Parking Enforcement Program, The Jacksonville Urban League, and ALCAM, underscoring her commitment to serving the community.

“I am grateful for the trust placed in me by the residents of Duval County,” Morgan concluded. “I look forward to continuing our journey together, addressing new challenges, and seizing opportunities for the betterment of our community.”
