He oversaw major units such as Homicide\, Robbery\, and Special Assault\, and led the launch of the agency’s Violence Reduction Strategy\, meeting with over 450 identified group or gang members to support crime prevention efforts. Waters built strong partnerships with community organizations and the National Network for Safe Communities to expand the city’s approach to reducing violent crime.
